Savantage Solutions is looking for an HR Specialist / HR Business Analyst to facilitate HR service delivery on managing high volume and often time-sensitive service requests, recurring reports, data calls, employee notifications, and inquiries. Work includes resolving a backlog, tracking, and managing a high volume of service requests, recurring reports, AgLearn online training system administration/user support, and broadcast communications for the HR function within the client support center. This includes research, data collection, and analysis required to meet recurring and ad-hoc reporting requirements; system administration and end-user support for USDA’s AgLearn online training system including processing training requests, recording training completion data, reporting, communication, and transitioning to the next generation online learning system. This includes developing, modifying, and queueing broadcast communications to the workforce on a variety of HR-related topics. This support will require knowledge of and expertise in USDA NFC personnel and pay systems such as EmpowHR, EPIC, WebTA, etc., to determine what tools and data are to be used to resolve issues and service requests, build reports, develop communications, or recommend improvements to processes.

Duties and Responsibilities:

  • Serve as Team Lead providing HR functional, technical, business analysis, project management, and security to support government’s staff and supervisory workforce

  • Assist the government in project management and planning to eliminate a backlog of HR service requests as well as develop a methodology for managing a continuing influx of new requests using tools such as Outlook or SharePoint

  • Prioritize service requests, queuing of recurring reports, queuing broadcast communications to the workforce, and track successful completion of tasks

  • Evaluate current processes and recommend improvements to processes

  • Work with the government HR team to research, prepare, coordinate and queue recurring and ad hoc reports and communications such as notifications to the workforce

  • Attend meetings to present/explain issues, resolutions, recommendations, and move tickets through the workflow.

  • Record, categorize, research, resolve, track and follow-up on HR service requests using SharePoint or Outlook group mailbox, spreadsheets, and or other automation/collaboration tools

Knowledge, Skills, and Abilities:

  • Must have two - five years of federal government HR information systems and their inter-relationships and experience leading customer support and self-service tools implementations

  • Must have two years of federal government project management experience leading remediation and process improvement/automation implementations

  • Must have demonstrated knowledge of federal government HR regulations, systems, processes, and interdependencies

  • Knowledge of HR processes and procedures

Education / Years Experience / Training:

  • BS Degree in a Management or Technical Discipline from an accredited institution highly desired

  • Must be a U.S. Citizen

  • PMP certification preferred
