The position is located in the End User Operations, Office of Information and Technology (OI&T;), The incumbent performs a combination of duties; phone support, desk-side technical support, and bench-top diagnosis and repair. The Incumbent is also responsible for diagnosing and/or resolving problems in response to customer reported incidents via trouble tickets: escalating problems to the Lead or Supervisory IT Specialist as appropriate.

Broad knowledge of a wide range of IT standards, principles, concepts, methods, policies and authorized approaches for IT as well as the full variety of OI&T; applications, operating systems and components, protocols and the equipment and software used in VA organizations in order to plan and conduct customer support functions, study user problems, identify/develop and implement the best methods, procedures and processes to resolve such problems, reduce and minimize disruptions in critical user business activities and to provide the most effective support for users. Broad knowledge of the provisions and the state-of-the-art IT equipment and software approaches to networking and interfaces as well as the existing IT infrastructure to determine their applicability and susceptibility for use in resolving user problems. Superior knowledge of and skill in applying the principles and methods for integrating information systems components; performance tuning tools and techniques and systems diagnostic tools and fault identification techniques to diagnose user IT problems and determine and plan for accomplish the application of corrective actions. Superior knowledge of the mission and programs of the customer organizations enough to provide advice and guidance, within the assigned specialty, of complex IT issues. Superior skills and abilities to use communication methods and techniques to accomplish continuing coordination with IT program managers, customers, biomedical engineering, vendors and other stakeholders and partners to prepare and present briefings to senior IT staff on complex IT issues. Broad knowledge of information security policies, vulnerabilities of computer and data communications systems, and the basic tools and practices for protecting information systems.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. You may qualify based on your experience as described below: * Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Examples of specialized experience would typically include, but are not limited to: Experience independently resolving problems, issues and situations that occur in the daily activities of a large technical enterprise environment. Experience establishing and maintaining effective communications and working relationships with persons of diverse backgrounds and education levels both within and outside the organization which contribute to the successful attainment of organizational goals and customer requirements. In addition to the experience described above,you must have IT-related experience demonstrating each of the four competencies listed below which must be supported by your resume and other application materials. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:The work is sedentary, but may involve intermediate periods of walking, bending, stooping, lifting, carrying, regularly moving (up to 50 pounds) computer components and supplies, reaching, pulling, and working at a keyboard and monitor. Subject to call back outside of tour of duty.
