Federal Reserve Bank Procurement Senior Analyst II - III in Kansas City, Missouri
The Procurement Analyst position is part of the Financial Management department and is responsible for working with business areas to lead the acquisition of products and services in adherence with acquisition guidelines. The position also will serve as the department’s liaison with technology functions across the Bank including Asset Management, Application Delivery Services (ADS), and Information Security and will have responsibility for completing access reviews as well as managing department hardware and software needs.
Consult with key stakeholders to determine the best sourcing strategy to acquire products and services in adherence with acquisition guidelines and other Bank policies and procedures.
Develop Requests for Proposals, Requests for Quotes, Requests for Information, and other various contract documents in consultation with the Legal Department.
Analyze pre-determined selection criteria to evaluate competitive proposals and provide recommendations.
Utilize e-sourcing and contract management applications to administer competitive acquisitions and record and track acquisitions and contracts for reporting and data management purposes.
Develop and maintain supplier relationships and provide active support to diverse supplier outreach initiatives.
Coordinate with ADS and Information Security to provide support for internally developed software applications.
Submit requests for new hardware and software and monitor replacement needs for the department.
Fulfill access requests and complete regular and ad hoc access reviews.
Lead and/or provide support for ad hoc projects.
Bachelor’s degree from an accredited college or university in business-related field or equivalent combination of education and related work experience.
Four to seven years experience with procurement activities (e.g., creating and evaluating various forms of competitive proposals) generally required.
Excellent oral/written communication and presentation skills.
Excellent interpersonal and customer service skills, including the ability to work in a collaborative, team environment.
Excellent attention to detail.
Excellent personal initiative and self-starting ability.
Proven ability to quickly grasp a detailed understanding of procedures, internal controls and automated systems preferred.
Excellent project management skills, including organization, planning/prioritizing work and deadlines, and managing and executing multiple assignments.
Excellent analytical and problem solving skills.
Strong leadership skills.
In-depth knowledge of technology including hardware, software, and access management preferred.
Experience as a Program Administrator for procure-to-pay and contract management solutions and/or implementing ERP solutions is preferred.
Certified Professional in Supply Management, Project Management Professional, or other appropriate certification preferred.
