Contract Specialist/ PD# 4228-A
- Utilize electronic systems for contract writing (i.e. eCMS). contract management. contract reporting (i.e. FPOS), financial management (i.e. IFCJl.P). in accordance with Agency policies.
- Prepares other documentation for award including Federal Procurement Data System (FPOS) reports. solicitation and award synopses, eCMS documents. and administrative correspondence.
- Ensure that specifications and statements of work are prepared in a manner which adequately describes the Government's requirements without restricting competition.
- Performs a complete review oi recommended sole-source requirements and conducts necessary market analysis to test the noncompetitive assumptions of requisitions. Prepares required findings and sufficiently documents determinations in this regard.

- Responsible for advertising all applicable requirements and preparing the solicitation document using agency contract writing systems for issuance. insuring regulatory and legal sufficiency, and promoting maximum competition. Coordinates with the appropriate Agency, Service Area Office (SAO), VJSN, or Small Business Administration (SBA) Small Business Liason on matters relevant to all aspects of socio-economic goal requirements.

CONDITIONS OF EMPLOYMENT: You must be a US citizen to apply for this job. Subject to a background/suitability investigation. Selective Service Registration is required for males born after 12/31/1959.
PHYSICAL REQUIREMENTS: The position is primarily of an administrative nature in an office setting, however where travel to work sites is required there may be light physical work required, such as walking over uneven surfaces, or assisting technical personnel in taking measurements or elevations. Government travel for training, meetings, or customer interactions will be required in this position.
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Time-in-grade: Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. Example for a GS-13 position you must have served 52 weeks at the GS-12 level.
Basic Requirements for GS-13 Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. - and - A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
Waiver:When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
Specialized Experience (GS-13): Recommends the appropriate contract type or contract method for the product or service being procured. Provides guidance to customers and stakeholders on contracting requirements. Communicates, both in person and in writing, acquisition strategies to internal or external parties. Verbally negotiates acquisition prices, terms and conditions. Drafts solicitation documents in compliance with regulations, laws, and policies. Interprets and apply laws, regulations, policies, standards, or procedures to address acquisition issues. Reviews vendor submissions to determine acceptability and compliance with solicitation requirements. Reviews statements of work to ensure they adequately describe requirements. Educates and guide customers through their procurement process to ensure they understand how their needs will be met. Monitors contractor's performance, either directly, or through a Contracting Officer Representative (COR), against established criteria (e.g., delivery progress and deadlines, performance of personnel, cost containment, and quality control) to determine if requirements are being met.
There is no educational substitution for the GS-13 level.
