The Systems Engineering & Integration for the National Systems for Geospatial-Intelligence program is chartered to provide technical leadership for many of NGA’s highest priorities, including the Next NGA West (N2W) project.
The N2W Project Team will support the customer’s N2W Program Office IT Team and provides systems engineering, systems integration and project management expertise to several Information Technology (IT) activities in support the N2W Program Office. The effort will focus on candidate IT technologies that may be suitable for incorporating into the N2W design.
The N2W Systems Engineer will serve as part of the Systems Engineering & Integration Infrastructure Services Integration (ISI) organization and the N2W Project team, providing systems engineering and project management expertise. The N2W Systems Engineer will conduct IT trade studies to support the N2W Program Office. The N2W Systems Engineer will track, manage, and resolve technical issues and will establish/maintain a high level of customer intimacy in coordinating all integration activities. The Systems Engineer will act as the technical point of contact for many of the N2W studies, work with other teams to complete studies / research, develop concept of operations (CONOPS) in support of establishing new capabilities, and develop requirements in support of new N2W capabilities. As a member of the N2W team the Systems Engineer will be responsible for assessing capabilities, business processes, and business cases for the NGA organization. The Systems Engineer will work side-by-side with contractor and government personnel to ensure all issues related to the infrastructure are addressed. The environment is a multi-contractor program; therefore, candidates should be comfortable working with a diverse set of contractors and all grades of customer personnel.
Support all engineering aspects of the N2W project including: identify, manage, and resolve specific technical requirement issues affecting the relevant technologies planned for N2W; perform analysis of alternatives (AoA); develop technology roadmaps and engineering assessments
Provide lifecycle project management analysis; conduct studies; participate in major reviews; perform hardware, software, and technology evaluations; identify solutions; provide recommendations; plan activities
Research and conduct architecture trades, IT product evaluations and cost estimation required to bring recommendations to the customer
Coordinate with other contract/functional areas (such as the Intelligence Community Information Technology Environment (IC ITE) Desktop Environment (DTE) PMO) and with government representatives to ensure shared, consistent understanding of requirements
Assess opportunities for inserting new and emerging IT capabilities at the N2W facility
Work with subject matter experts in NGA and the industry to ensure best practices are being considered / used
Generate strategies and paths forward for IT capability integration into the N2W design; collaborate with IC and Enterprise initiatives
Monitor N2W IT project activity execution and provide course correction recommendations
Work requests and requirements with a diverse set of contractors and all grades of customer personnel
Build meaningful relationships with internal and external customers
Brief status and analysis results to the customer on a routine basis and during government reviews
TS/SCI Clearance (with a current SSBI favorably adjudicated within the last 5 years)
Bachelor’s degree in Computer Science / Math / Science / Engineering or related technical experience
Minimum of 16 full years of experience in related field, with 10 years of recent agency-specific experience
Systems Engineering & Integration (SE&I) experience working with NSG/NGA or GEOINT Mission Partner systems/segments
5+ years of experience with IT systems (e.g. end user devices, data centers, or networks)
Demonstrated ability to establish effective customer relationships
Demonstrated ability to develop and present effective technical presentations to management; must possess strong written and verbal communications skills
Strong interpersonal, problem solving, organizational and multi-tasking skills
Familiarity with Intelligence Community Information Technology Environment (IC ITE) Desktop Environment (DTE)
Familiarity with NGA User Facing systems and services
Extensive Planning/Scheduling/Analysis Expertise and Experience
Ability to work independently or within a team environment
Ability to work in a Government environment as part of a multi-contractor team
Experience applying system engineering processes, and detailed implementation planning to complex systems or enterprises
Advanced degree in a technical field
Experience performing System Engineering / System Integration
Experience managing IT requirements and end-to-end systems integration of new and existing components
Demonstrated project/task leadership skills and experience
Experience in developing project plans and schedules
Demonstrated working knowledge of the NGA organization and programs
Working knowledge of the NSG and NGA Acquisition Processes
Relevant SE&I (INCOSE), IT (ITIL), IA (CISSP), Agile (Scrum) certifications
Experience with the NGA Change Management Process
Knowledgeable about IC Cloud Computing Initiatives and tenets of Cloud Computing
Demonstrated technical writing skills with experience generating technical documents
