The Systems Engineering & Integration for the National Systems for Geospatial-Intelligence (NSG) program delivers full life-cycle systems integration and engineering services to the missions of its customer. This program is chartered to provide technical leadership for many high priorities, including CIO-T GEOINT Services Office, Customer Success Division. Their primary mission is to transform the operating model; providing all users the ability to find, get, use, and contribute geospatial data, content and capabilities on all domains, at all times, in any mission environment. The Customer Success Division is responsible for delivering a better geospatial customer experience through ensuring capabilities exceed customer expectations; accurately characterizing and documenting customer needs and technical requirements. The GEOINT Services Systems Engineer will support the Customer Engagement Team to decompose customer workflows to better understand pain points, lead data outreach efforts to intergrate and expose community data in GEOINT Services and perform user engagement activities for deliveries of geo-capabilities, developer tools and content.
Formulate and translate user or functional requirements and mission needs into technical terminology and specifications captured in a capability roadmap and/or a SAFe/agile environment
Understand the customer mission and the GEOINT Services capability roadmap to enable integration and communication of these two concepts
Define and execute planning, delivery, and management of GEOINT Services environment and capabilities
Facilitate developing roadmap capabilities, initiative activities, and engineering and integration sessions with customer stakeholders, industry, and contractor support personnel consistent with the agency’s vision and mission requirements
Assist in planning and conducting assessments to identify effective GEOINT Services, key workflows and ways to improve capabilities and services
Use results of assessments to develop strategies that improve GEOINT Services activities to include working with key organizations and stakeholders to change/update processes, policies, SOPs, CONOPs, and GEOINT Services Operating Model
Identify measures and actions required to achieve GEOINT Services strategy and track/report results; including GEOINT Services analytic analyses, metrics collection, and reporting strategies
Recommend ways to integrate online pieces of work across NGA to identify dependencies, overlap, and risk
Provide engineering and integration and thought leadership in support of GEOINT Services working groups; for example: GEOINT Services Users Working Group (GSUWG); GEOINT Analysis and Production Subcommittee (GAPSCOM)
Provide strategic leadership for GEOINT Services: areas of focus for next key topics, identify, provide recommendations with rationale and define path forward
Define tactics and implementation strategies for GEOINT Services to transform CIOT, NGA, and NSG
Participate in organization change management
Active TS/SCI clearance
BS in Engineering, Computer Science, Information Systems or equivalent
16+ years in Systems Engineering or related field and 10-15 years of recent agency specific experience.
Relevant SE&I (INCOSE), IT (ITIL), IA (CISSP) and Agile SE&I-related certs and proficiency
Demonstrated knowledge and experience documenting technical requirements for IT services and capabilities.
Full understanding of NGA mission, customers, products and services
Knowledge of GEOINT Services: Mission Tools, Developer Tools, Dev Ops Tools
Demonstrated customer service and customer engagement skills
Excellent facilitation, oral presentation, and writing skills to include: briefing presentations, status updates, technical assessments, analysis of alternatives, etc.
Ability to work independently within a team, and/or lead a team of engineers
MS in Engineering, Computer Science, Information Systems or equivalent
3+ years’ experience working with DoD Services (USAF, USN desired) & combatant commands
Working knowledge of agile engineering principles, Scrum agile, or SAFe Agile methodologies
Knowledge of the NGA acquisition process and RFC process to include RFC preparation
Experience in End to End performance analysis
